ABSTRACT
This study examines public satisfaction with the Building Permit (PBG) issuance service in Jember Regency through the SIMBG application. Using a questionnaire instrument based on Permenpan No. 14 of 2017 and the E-Govqual dimension, this study involved 13 housing developer respondents as samples. The analysis results show that the Public Satisfaction Index (IKM) value is 83.12 from the Permenpan questionnaire and 79.04 from E-Govqual, both categorized as "Good." However, two E-Govqual variables were categorized as "Less Good": transaction speed and affordable internet access. Strategic recommendations include improving technological infrastructure, training system management human resources, and intensifying socialization to the community and developers. These findings provide important input for local governments to improve the quality of digital public services more inclusively and efficiently
