ABSTRACT
The Protocol and Leadership Communication Section or Bagian Protokol dan Komunikasi Pimpinan (PROKOPIM) of Kabupaten Malang, located in Kepanjen, requires support in developing an information system to advance the transition toward digital government, particularly in managing information and publishing news. The main problems faced by PROKOPIM are that news collection and processing are still performed manually and therefore consume considerable time, there is no centralized database, news analysis cannot yet be presented as infographics, and information cannot be reported to leadership in real time. This community service program aimed to assist the Dinas Komunikasi dan Informatika (DISKOMINFO) and PROKOPIM in carrying out digital transformation through the development of the Information System for News Collection, Processing, and Analysis (SIPPARTA). Through SIPPARTA, PROKOPIM is able to conduct its news management business processes digitally, in an integrated manner, and in real time. The system was developed using the System Development Life Cycle (SDLC) method with an agile scrum approach. The stages comprised planning, requirements analysis, design, development, testing, implementation, and maintenance, as well as training on system usage for PROKOPIM staff. The program resulted in a SIPPARTA system that has been implemented and actively used by PROKOPIM of Kabupaten Malang in Kepanjen for news management. PROKOPIM staff are now able to manage news independently, present it in the form of infographics, and report news in real time. This innovation in government digitalization contributes to improving the quality of public services and strengthens the use of digital technology within the Pemerintah Kabupaten Malang.
